Concerns Raised Over Free Cell Phone Handouts in Parachute Area

GRAND JUNCTION, Colo. – Residents in Parachute and Battlement Mesa have voiced concerns after being approached by individuals offering free cell phones. While many feared it could be a scam, officials have confirmed that the activity is part of a federally funded program. However, reports of aggressive tactics have raised questions about its implementation.

Legitimate Program, Questionable Methods

Law enforcement has received multiple inquiries about the legitimacy of these phone distributions. According to the Grand Junction Police Department (GJPD), the individuals handing out the phones are connected to the Affordable Connectivity Program (ACP), a federal initiative designed to assist low-income households with phone and internet access.

  • ACP partners with companies such as Assurance Wireless, Safelink, and Q Link to provide free devices.
  • Eligibility includes participation in Medicaid, Supplemental Nutrition Assistance Program (SNAP), or Supplemental Security Income (SSI).
  • The program is meant to bridge the digital divide for underserved communities.

Aggressive Sales Tactics Raising Red Flags

While the program itself is legitimate, some residents have reported feeling pressured or harassed by those distributing the phones. Police Service Technician Julio Rodriguez stated that these aggressive methods are often linked to quotas or incentives provided to representatives signing up new users.

“That essentially increases their odds of getting approved for the program, and some of the reasons they’re doing this is just to get more people to sign up,” Rodriguez explained.

Reports indicate that some representatives have approached individuals at their homes, a practice that ACP regulations explicitly prohibit.

What Residents Should Know

Authorities are advising the public to exercise caution when approached by someone offering a free phone.

  • There is no requirement to provide personal information to someone in person.
  • Residents interested in the program should apply directly online at the official ACP website.
  • Anyone feeling pressured or uncomfortable can report the issue to the Lifeline Support Center.
