Chip Chiefs Dined With Xi While Their Best Chips Stay Banned
Huang, Su, Cook and Musk sat with Xi Jinping at the September 24 state dinner, while export bans on their best AI chips did not move.
Jensen Huang and Lisa Su sat with Xi Jinping at Thursday’s White House state dinner, while their best AI chips remain barred from China. President Donald Trump hosted the Chinese leader on September 24 with more than 130 invited guests, a White House list heavy with U.S. tech and finance chiefs and no Chinese company bosses.
Treasury Secretary Scott Bessent said the two governments had already stretched their trade truce by two months, to January 10, 2027. The East Room then put the chip fight in the best seats in the house.
Chip Chiefs Took the Seats Next to Xi
Photos from the East Room show Nvidia chief executive Jensen Huang, AMD chief executive Lisa Su, Apple chairman Tim Cook, and Elon Musk, who runs SpaceX and Tesla, at the head table with Trump, first lady Melania Trump, Xi, and Peng Liyuan. Musk sat next to the first lady. Huang’s wife, Lori Huang, and Su’s husband, Daniel Lin, were at that table too.
China remains a major market and factory base for Apple and Tesla. Nvidia and AMD still cannot ship their most advanced AI chips there. The people who run those four firms spent the evening in conversation distance of the one buyer Washington will not fully let them serve.
WHO SAT AT THE HEAD TABLE
| Guest | Role | China bind |
|---|---|---|
| Jensen Huang | Nvidia chief executive | Most advanced AI chips barred from China |
| Lisa Su | AMD chief executive | Most advanced AI chips barred from China |
| Tim Cook | Apple chairman | China is a core market and manufacturing hub |
| Elon Musk | SpaceX and Tesla chief | China is a core market and manufacturing hub |
Trump had previewed the room in plain language. “Everybody wanted to be there,” he said before the dinner. “I would say you have the entire tech world, the entire banking world, and a lot more.”
The White House List Left Chinese Companies Out
The White House press office released the invited names. U.S. officials, spouses, and corporate chiefs dominate the roster. The Chinese side is diplomats and party officials: Cai Qi of the Politburo Standing Committee, Foreign Minister Wang Yi, Vice Premier He Lifeng, Commerce Minister Wang Wentao, Ambassador Xie Feng, and the rest of the travelling government party.
ByteDance, Alibaba, Tencent, and Huawei do not appear. Planners on both sides had talked about bringing Chinese company executives into the room, and then the published list did not. Jeff Yass of Susquehanna International Group is on it. So is David Sacks, co-chair of the President’s Council of Advisors on Science and Technology. The American corporate half of the AI race got a seat. The Chinese corporate half did not.
THE ROOM AND THE EMPTY CHAIRS
- Chip and device firms: Huang, Su, Cook, Musk, Qualcomm’s Cristiano Amon, Micron’s Sanjay Mehrotra, Dell’s Michael Dell, and Zoom’s Eric Yuan were invited.
- Model labs: OpenAI’s Sam Altman and president Greg Brockman were on the list; Anthropic chief Dario Amodei was not.
- Chinese companies: The White House list names no Chinese company chiefs, even though U.S. and Chinese planners had discussed adding them.
- Finance: BlackRock’s Larry Fink, JPMorgan’s Jamie Dimon, Blackstone’s Stephen Schwarzman, Goldman Sachs’s David Solomon, and Citigroup’s Jane Fraser filled out the banking side Trump had advertised.
Three Supreme Court justices, including Chief Justice John Roberts, were invited alongside cabinet officers and House Speaker Mike Johnson. The table was built for people who already sit at the center of American capital and computing, which is why the missing Chinese business names read as a choice rather than an oversight.
Why the Best Chips Still Stay Home
The same-day talks treated artificial intelligence as a theme and left the hardware rules in place. Trump has said he wants to leave the technology where it is and lean on the Justice Department rather than new guardrails, and he said China held that view. Xi used different language in public, telling the room that the two countries must keep the technology “always under human control.”
That split sat a few feet from Huang. Washington has already walked a winding path on lesser chips, including how Washington has treated H200 sales to China, while the top Blackwell-class parts stay under a presumption of denial. Policy shops have also mapped a cut-down Blackwell chip built for export review. Thursday produced no announcement that those controls would ease.
The seating did the talking the communique would not. If the dinner had been a signal that licenses were about to move, the people who would collect the orders were already in the chairs. They left with the same legal wall they arrived with.
The Trade Truce Now Ends on January 10
Bessent said the extension of the Busan arrangement, which had been due to lapse on November 10, would give both sides “more time to see what we can do on the economic front.” China had wanted a much longer pause. Two months is what Washington would give.
The hard files did not close with the toasts. Bessent said Beijing was meeting an earlier promise to buy 25 million tons of soybeans and lagging a pledge to buy $17 billion in other farm goods. U.S. officials have also said rare-earth deliveries were falling short. Tariffs, purchases, minerals, and technology limits now sit on the same short calendar.
THE CLOCK BEHIND THE DINNER
- October 2025: Trump and Xi strike a trade truce in Busan after last year’s tariff spike.
- May 2026: Trump visits Beijing; both men talk of a constructive relationship of strategic stability.
- September 23, 2026: Bessent says the truce will run two more months, to January 10, 2027.
- September 24, 2026: Oval Office talks and the East Room state dinner close the first full day of Xi’s visit.
This was their third in-person meeting since Trump returned to office, and Xi’s first state visit to the United States in more than a decade. The ceremony was built to look settled. The date on the truce is not.
Xi Put MAGA and Rejuvenation in One Toast
Mid-Autumn Festival fell while Xi was in Washington, and he opened with that calendar. He thanked Trump and Melania Trump for making him and Peng “feel truly at home,” then tied the visit to Trump’s trip to China in May. “In less than half a year, the Chinese and American presidents have exchanged state visits, making history in our bilateral engagement,” he said.
President Trump has pledged to make America great again and led the American people in making significant strides. China is committed to achieving great national rejuvenation, and Chinese modernization has kept breaking new ground. These two goals are both ambitious and can surely be mutually reinforcing. China and the United States must act as responsible major countries, meet the expectations of our peoples, keep pace with the trend of our times, and explore a new approach for major countries to get along with each other.

Trump, in his own toast, said the two men represent different systems, “but the ties between our people endure, and we’ve never gotten along better.” He gave Xi a bald eagle sculpture and, going off script, invited the room to look past a curtain at the unfinished White House ballroom on the South Lawn.
Earlier in the day Xi had asked the United States to handle the Taiwan question “with prudence.” There was no White House readout that Washington had changed its wording. Fighter jets and bombers flew over the ceremonies; one pass was loud enough that Trump flinched. The public show stayed warm. The Taiwan file stayed where it was.
The Menu Quoted a 1972 Peace Toast
The Office of the First Lady put the dinner in the East Room, with red linens, dahlias, ranunculus, vermeil from the White House collection, and the Reagan State Service. The color was a nod to luck in Chinese tradition. The wine was a nod to an older script. Guests started with American sparkling wine from the 1972 Nixon toast, Schramsberg Blanc De Noir, the same cuvée poured when Richard Nixon and Zhou Enlai drank to peace in Beijing.
Yellow squash velouté with wild mushroom fricassée, crispy pancetta, and scallion oil came first. Sesame-crusted sea bass with braised baby bok choy, roasted eggplant, and sauce verte followed. Dessert was a fruit-shaped vanilla crémeux with sour cherry confit, walnut frangipane, and ice cream made with White House honey. Tenor Christopher Macchio, who sang at the 2025 inauguration, headlined, with the Marine Band, the Marine Drum and Bugle Corps, the Army Chorus, and the Army Strings.
They poured a peace wine from the last great opening to China over a table that still cannot ship a Blackwell board. The menu did the historical work. The seating did the current work.
Farm Buys Still Trail the Soybean Quota
Boeing chief executive Kelly Ortberg was in the room, a reminder that aircraft sales have been on the U.S. wish list since the Beijing meetings in May. So were the farm numbers Bessent recited. Soybeans are the one purchase line he said China is meeting. The broader $17 billion agricultural pledge is not, and rare-earth volumes have not returned to pre-truce levels.
WHAT THE TALKS MOVED, AND WHAT THEY DID NOT
- The truce: Extended two months, to January 10, 2027, not through the end of the term as Beijing had sought.
- Soybeans: Bessent said China is meeting the 25 million ton buy.
- Other farm goods: The $17 billion pledge is lagging.
- Chips and AI rules: Discussed in the Oval Office and at dinner; no easing of advanced-chip export limits was announced.
On Friday, September 25, the two couples were scheduled for tea in the Red Room and a stop at the National Archives. The next date that can change a license or a tariff is January 10, and Huang’s best chips were still barred when the East Room lights came down.
