XRP Asia Opens in Seoul After Korean Rails Went Live
XRP Asia launched in Seoul as a Singapore builder hub after Jeonbuk already ran Ripple Payments, with XRPL bank upgrades still on a 29-of-35 vote.
XRP Asia went live on October 3, 2026, at the Grand Hyatt Seoul during Korea Blockchain Week. Ripple and the XRP Ledger Foundation jointly founded the body, and President Sabrina Tachdjian shared a special-announcement slot with Ripple’s Tatsuya Kohrogi, senior ecosystem growth manager.
Woori Bank and Kakao Bank sat in the banking sessions, which is why the debut looked like a lender event. The product the new group actually launched is a Singapore hub for builders, system integrators and startups, arriving after at least one Korean bank had already put Ripple Payments into production.
XRP Asia Opens a Singapore Hub for XRPL Builders
The official account posted a long founder note rather than a rate sheet. XRP Asia is headquartered in Singapore, will build on XRPL Korea and XRPL Japan, and wants new groups in other Asian cities. Tachdjian previously ran fintech and payments at the Hedera Foundation and headed blockchain investments at LINE, a hire aimed at regulated product work rather than conference branding.
The XRP Seoul host account, run by XRPL Korea, described the group as independent in day-to-day work, with backing from Ripple, the XRP Ledger Foundation and XRPL Commons, Europe’s older sibling organisation. Training, micro-grants, early-stage funding, hackathons, office hours and a system-integrator partnership sit in the plan, grouped under technology, startup success, community and marketing.

That is a different object from a new correspondent-banking contract. The Foundation’s welcome treated Asia-Pacific as a region that already ships activity and now gets a local desk to fund it.
APAC is already one of the most active parts of the XRP Ledger ecosystem. A local home for builders, founders, and communities should make that work easier to find, fund, and grow.

Ripple is title sponsor of XRP Seoul 2026, so the new body walked into a hall the company had already paid to fill. President Monica Long, RippleX senior vice president Markus Infanger and RippleX engineering lead J.A. Akinyele were on the speaker list with Korean lenders. The 2025 edition at COEX drew about 3,000 people; organisers projected more than 3,000 for the Grand Hyatt move. The special announcement closed a week of holder guesses. It named an organisation, not a new live rail.
Korean Banks Split Between Live Rails and Stage Time
Jeonbuk Bank, a JB Financial Group unit that holds about a quarter of deposits in Jeollabuk-do, is the one Korean lender already on the product. Ripple said on August 18, 2026, that Jeonbuk was the first regional Korean bank to deploy Ripple Payments, replacing multi-day SWIFT windows with settlement in seconds to minutes, 24 hours a day, for business customers such as exporters, IT startups and online creators.
Park Choon-won, president of JB Jeonbuk Bank, said the deal was meant to position the bank as “a digital finance leader that meets global standards.” Fiona Murray, Ripple’s Asia-Pacific managing director, called it the firm’s third Korean institutional partnership of 2026, after Kbank on Ripple Custody wallets and Kyobo Life Insurance on tokenized government-bond settlement.

Mansik Yoon of Jeonbuk Bank, Seunghoon Han of Woori Bank, Leo Lee of Kakao Bank, Jaehyuk Choi of Kbank and Heejin Shin of Kyobo Securities were among the names circulated before the doors opened. Sitting under the lights is not the same as flipping a switch. Woori, one of Korea’s large commercial banks, and Kbank told the hall they are looking at blockchain settlement to cut T+1 and T+2 delays. That is a study, not a go-live date.
SBI Already Put XRPL Inside Japan’s Payment Law
Japan is further along than the Seoul stage implied. SBI Ripple Asia, the Tokyo joint venture set up in 2016, said on April 7, 2026, that it had finished an XRPL token-issuance platform and, on March 26, 2026, completed registration as a prepaid payment instrument issuer under Japan’s Payment Services Act. Masafumi Okuyama is representative director. The system pairs XRPL with the firm’s own wallet controls so third-party prepaid tokens can sit on a public chain while meeting prepaid-instrument rules, with APIs into existing apps rather than a new customer screen.
The first uses the company sketched were local economic zones such as tourist areas, where spending and digital rewards move together. That is consumer prepaid value on XRPL under a Japanese licence, a quieter fact than a Seoul keynote and an older one than XRP Asia.
SBI Holdings also agreed in late June 2026 to buy crypto exchange Bitbank for 46.7 billion yen, about $289 million, in a deal that could close around October 2026 after Fair Trade Commission review. Combined customer assets were put at about 1.1 trillion yen and accounts at about 2.92 million. The purchase is an SBI exchange consolidation, not an XRP Asia program, but it thickens the same Japan stack the new regional body says it will support.
The Yen-Won Pilot Ran on the Canton Network
The other Japan-Korea headline in this cycle is easy to file in the wrong drawer. SBI Digital Practice and Kyobo Life Insurance said on September 17, 2026, that they had finished a test of direct yen-to-won stablecoin-style transfers without a dollar leg. The run used the Canton Network test environment from July, with stand-in tokens, no live stablecoins and no institutional funds. Both firms have Ripple ties, SBI since 2016 and Kyobo Life on the bond-custody work, and Ripple’s software was not part of that pilot.
Skipping the dollar in the Japan-Korea corridor is a real design goal for treasurers who still take the yen-dollar-won path. It is not proof that XRPL now clears that corridor. XRP Asia can still talk about tokenized deposits and cross-border payments in Seoul. The one completed dollar-skip test in this pair of markets sat on another ledger and stopped at a lab result.
Permission Delegation Sits on 29 of 35 Votes
The protocol work Korean banks would need for dual-control accounts is not live yet. PermissionDelegationV1_1 lets one account delegate limited account permissions to another without handing over master keys, a bank-style split between payments staff and compliance. It replaces an earlier Permission Delegation build that never made it onto mainnet after a critical bug. BatchV1_1 lets an account wrap up to eight inner transactions so they settle or fail together; the first Batch amendment was pulled in rippled 3.1.1 and also never activated.
Those features ride in the rippled 3.3.0 amendment set, aimed at institutional multi-purpose tokens. An emergency 3.4.1 release added fixBatchV1_2 after security issues in Batch internals; servers that miss that upgrade risk being amendment-blocked if the fix activates. Amendments turn on only after more than 80 percent of the 35 trusted validators vote yes for 14 straight days, which means 29 of 35 trusted validators must keep saying yes. Twenty-eight is not enough.

Permission Delegation already lost its majority on September 23, 2026, when support slipped below 29, then regained it on September 24 at 21:25 UTC, which is why an earlier October 5 target moved. At 29 of 35, a single validator flipping yes to no restarts the 14-day clock. Batch is a vote more comfortable. The Seoul talking points about atomic multi-party flows and separated duties describe code that, on October 3, was still five and six days from the earliest possible switch-on.
What the Seoul Panels Told the Hall
Once the special announcement ended, the useful sentences were operational. Jeonbuk told a remittance panel it has signed to launch personal transfers to Southeast Asia, including Vietnam, by mid-December, with corporate remittances later and a stablecoin-based service hanging on Korean legislation expected in the first half of next year. That sequence matches an August wholesale rail that is live and a retail corridor that is not.
Kyobo Securities spent its slot on tokenized assets and collateral that can move around the clock, using money-market funds as the example, and on banks acting as platforms for programmable deposits as well as cash accounts. Doppler Finance, Ondo Finance, Evernorth, Flare, t54 Labs and others filled builder and tokenization slots around the bank names. Ripple still points at a $155 trillion global cross-border payments market, the SWIFT-linked corporate pool, which is a different figure from consumer remittances.
WHAT THE SEOUL PROGRAM ACTUALLY ADDED
- The new body: A Singapore organisation with grants, training and integrator partnerships, not a licensed Korean bank product.
- The live rail: Jeonbuk’s business Ripple Payments from August 18, with personal Southeast Asia transfers aimed at mid-December.
- The study group: Woori Bank and Kbank talking about cutting T+1 and T+2 on-chain, with no production date given.
- The other ledger: SBI and Kyobo Life’s yen-won test on Canton, tokens only, no live funds.
- The vote: Delegation and Batch still in their 14-day windows, delegation on the minimum 29 yes votes.
Outside Africa, Absa Corporate and Investment Banking launched Absa Digital Asset Custody on September 21, 2026, on Ripple’s custody stack, with XRPL among the supported ledgers beside bitcoin, ether and USDC. It is a custody desk, not an Asian payments corridor, and it is the closest recent example of a large bank shipping a Ripple-powered service rather than keynoting one.
Grants, Hackathons, and a Mid-December Remittance Date
Korean XRP flow is the liquidity story under the speeches. In early September, XRP led won-market activity on Upbit after Tether and bitcoin among 275 listed markets. That holder base is why a regional body can talk about startups in Seoul and expect a crowd. It is also why a room can still look like an investor conference while the new president talks system integrators. The gap XRP Asia says it will close is between people who trade the token and teams that ship on the ledger.

XRP Asia’s first job is to turn a sponsor-heavy Seoul Saturday into programs that outlast the lanyards. Jeonbuk’s mid-December retail path, Woori and Kbank’s settlement studies, and a delegation amendment that cannot spare a single validator are the tests that sit after the applause. The Singapore office is open. The ledger features the banks described are still counting to 14 days.
